有法可依吗?

刘律师所说的方法无用,因为我是在政府部门干过,知道行情.我要问的是是否有法可依,国家在这方面是空白,我认为统招加派遣证就是合同,因为它确定了劳动关系,我也是劳动者呀!盼回复,谢了!
